Installation of Side Skirts

Can someone tell me or better yet, provide me with instructions on how these skirts are supposed to be mounted.

Here is what i'm working with:

How is the openings on the flap marked 1 suppose to attach to the factory openings under the door sill, as left behind when the original skirts are removed.

Any info would be greatly appreicated.

When I got these skirts, I was provide with some type of sheetmetal screws but I don't see how in the world I can screw those things in when there is no space to even get a drill near, since the skirt mounts to the bottom of the chassis. So, how are these openings accessed.

Mine were put on with those little plastic plugs. Kind of look like screws, but you just push them in (hard). Sort of surprising they didn't use something a little more permanent, but they seem to work.
