Default Advice Q: Making holes in Saleen bumpers?

Quick question guys. Does anyone know the preferred or standard way of making holes for the studded brackets that hold the rear saleen bumper on each side. Basically where the sides bolt up. Is it better to use a decent sized drill brit to create the holes in the urethane bumper or is it more preffered to use a hole saw? Thanks guys

Default Bumper brackets

Aren't these riveted in? I would probably use a rivet gun to attach these side brackets just like an oem bumper. Any other suggestions?
